While many political journalists largely considered the second term of Bill Clinton's presidency in terms of his romantic interludes, Edward Timperlake and William C. Triplett II follow up on one of the more controversial scandals of the 1996 reelection campaign. The Democratic National Committee was eventually forced to return $2.8 million in illegal contributions, much of it from foreign nationals, and much of it brought to the party by fundraising executive John Huang.

Huang originally represented U.S. interests for the Riady family, a powerful family of Indonesian businessmen with close ties to the Communist Chinese government. James Riady had been a "Friend of Bill" since 1977, and the two authors all but insinuate that the Riadys "scouted" Clinton--whether as an unwitting dupe, a sleeper agent, or merely an exploitable opportunist is never quite clear--and helped underwrite his bid for the White House. Why? So they could get John Huang a Commerce Department appointment... one that came with a top-secret security clearance.

Timperlake and Triplett gather together an astonishing--and largely convincing--mass of evidence that the Clinton-Gore administration "has made a series of Faustian bargains and policy blunders that have allowed a hostile power to further its aims in Washington." While Capitol Hill and the American media was transfixed on the Presiden t's dalliances with young women, Timperlake and Triplett, who have a combined fifty years of service in American national security agencies, collected information from recently declassified U.S. Government documents and traveled to China, Hong Kong, Macau and Taiwan, combing through records and documents related to key Donor-Gate personalities. In colorful description, they describe how they used undercover techniques to interview numerous sources with first-hand knowledge of illegal links between the Chinese military- industrial establishment and the Clinton-Gore political campaigns. The tragic consequence is the rapid escalation of China's military into a world-class nuclear, space and information-warfare power.

The influence of the President's Chinese friends on American foreign policy is illustrated by an incident involving the down-and-out "Little Rock restauranteur" Charlie Trie during the March, 1996 crisis involving Chinese communist missiles fired toward Taiwan. Following the deployment of U.S. aircraft carriers to the region, Trie showed up in Washington, delivering $460,000 to the President Clinton's Legal Defense Fund -- and a letter, delivered to the White House, regarding the Taiwan crisis. The provocative letter stated, in part [verbatim], "Any negative outcomes of the U.S. decision in the China issue will affect your administration position, especially in the campaign year... If the U.S. recognizes "one China" policy, don't such conduct will cause a conflict for intervening in China's internal affairs?..."

In response, the Clinton National Security Council drafted a letter to Trie, assuring the communist Chinese that the aircraft carriers were simply a "redeploymnet," and "not intended as a threat to the PRC."

Charlie Trie, as the authors found in Asia, is member of a Chinese Tria d crime gang that has close ties to the Chinese Communist Party. Trie's money contact in Macau, who wired more than $1 million to Trie's U.S. account, most of which is believed to have ended up in Clinton Defense Fund and Democratic Party campaign coffers, is Ng Lapseng, a Triad mobster and Chinese communist official. In fact, Ng visited the White House and attended a number of Democratic Party fund-raisers in Washington, sitting next to President Clinton at some events.

In some respects, Clinton owes his presidency to his closest Asian frien ds, ethic-Chinese

Indonesian bankers Mokthar and James Riady have billions of dollars in investments in China. In 1992, with the Clinton campaign broke and reeling from the Jennifer Flowers scandal, the Riady's persuaded the Arkansas-based Worthen Bank, of which their Lippo Bank was a part owner, to issue a $3.5 million letter of credit to the Clinton campaign. In addition, James Riady and his wife donated $450,000 that year, making them the largest private donors to the Clinton-Gore campaign.

Who are the Riady's? The authors cite a CIA report to the U.S. Senate , that states, in part: "James and Mochtar Riady have a long-term relationship with a Chinese intelligence agency. The relationship is based on mutual benefit... the Chinese intelligence agency seeks to locate and develop relationships with information collectors particularly those with close association to the U.S. government." Within months of Clinton's election, a Riady executive and Democratic party fund-raiser, John Huang, had a Top Secret security clearance, with access to the most sensitive CIA information on China. Huang was issued the security clearance five months before working for Ron Brown at the Commerce Department. Incredibly, Huang maintained the clearance after he left the Administration to do full time fund-raising at the Democratic National Committee.

Timperlake and Triplett further describe how other influential American and foreign corporate donors to the Democratic Party, some of whom are directly or indirectly linked to Chinese military and intelligence networks, have influenced Clinton-Gore policies that decimated national security export controls -- despite protests by Pentagon arms-control experts. Citing testimony by highly respected American aeronautical experts, the improvement of Chinese missile performance is shown to be a direct product of negligent Administration oversight of joint U.S.-China high technology programs and satellite launches, that have dramatically improved Chinese nuclear missile accuracy and reliability.

The critical premise of the authors has been validated by the recent rel ease of an explicit Pentagon report to the Congress illustrating how the China's People's Liberation Army (PLA) is developing a range of high technology weapons to destroy American satellites and establish "capability to establish control of space and to deny access and use of military and commercial space systems in times of crises or war." Equally troubling, the Chinese are ready to test fire a new generation of mobile intercontinental ballistic missiles that can hit the entire Western area of the United States. According to the U.S. National Air Intelligence Center the new DF-31 missiles give China a major first-strike capability, "that will be difficult to counterattack at any stage of its operation, through terminal flight phases." The rocket-motor of the DF-31 was first tested in July 1998, while President Clinton was visiting Beijing. Although U.S. intelligence was fully aware of incident, citing it as a "political test," the Clinton Administration failed to raise the issue. YEAR OF THE RAT is must-reading to understand why the betrayal of American national security is the most dangerous and tragic legacy of the Clinton-Gore era.

First class research. Every American should read this book
Incredible research by Timperlake & Triplett. Anyone who doubts this books merely has to check the FEC records, GAO reports, sworn CIA & FBI congressional testimony to see that, if anything, they understate the corruption and, yes, treason which the Clinton/Gore team inflicted on the American people. Those reviewers who pretend none of this happened should explain (for starters) the following: 1. Why over 120 Clinton/Gore supporters fled the USA or took the Fifth rather than testify under oath to what happened during the 1996 campaign 2. Why every wiretape in 3 years sought by the FBI was approved by the DOJ except one: a tap on a suspected Chinese agent at Los Alamos 3. What Ng Lap Seng (a brothel owner & suspected Triad member from Macau)was doing in the White House days after Customs says he entered the US with hundreds of thousands of dollars in cash. While much of what is written here is available elsewhere, one would have to spend weeks or months pulling it all together. Buying this book is a patriotric duty. Buy it and let everyone know the danger we are facing.

A well documented and compelling book.
This book is well written and a must read for those who want to be informed of Clinton's actual China policies. Since this book was published, even more damning evidence has come to light regarding the wholesale theft of our most valuable nuclear technology and the proven evidence of this administration's willingness to cover up their malfeasance and negligence. Of course the Clinton spin machine immediately set out to blame previous administrations for their own ineptness. I would encourage anyone who wants to know more about the truth in trading national security secrets for illegal campaign contributions to read Senator James Inhofe's commentary or any of the books by Don McIlvaney. Of the dozens of books I've read about the Clinton administration, none has been disproven and none have been sued for libel. Can all of these people be wrong? MonicaGate was merely a smokescreen to cause scandal fatigue and distract the people from reading the serious and credible information set forth in this book. An excellent and compelling book.Dene

Valuable information but ponderous and one-sided
I guess you don't buy a book like this if you're convinced that China is a benign nation, interested only in making cheap athletic shoes to sell to us. The dismissive nature of recent comments made by the liberal elite concerning this book prompted me to buy it. In light of recent revelations about compromised security in the most sensitive of our weapons labs, I think all Americans need to be aware of what China's ambitions are. I'm not a Clinton hater, but I do believe his view of China (and of world politics) is dangerously naive. "The Year of the Rat" exposes this naivete, and more. Sadly, the tone of the book is relentlessly jingoistic and polemical, which subtracts from it's value.

The Year of the Rat was an eye opener
The book was very detailed , They made everthing fit into place, The authors did a great job putting that puzzle together. Year of the Rat made more sense then anything i have read thusfar.It showed how easliy we can be sold out if we keep our blinders on. Frightening to know we have a man like that sitting in the oval office. He needs to be removed. Although i firmly beleive they will have to carry him out screaming and kicking. Bill Clinton pledged to run "the most ethical administration in the history of the republic." In High Crimes and Misdemeanors, conservative lawyer and pundit Ann Coulter finds this promise laughably off the mark. Although she devotes a fair amount of space to the Monica Lewinsky scandal, Coulter covers the gamut of Clinton controversies, from the Whitewater deal to the death of Vincent Foster to Filegate (plus others--ever heard of "Wampumgate"?). Her tone is aggressively anti-Clinton, but she also has the virtue of engaging and straightforward prose that explains why each individual scandal matters. (The chapter on Whitewater begins: "This is the boring part. Whitewater gets interesting only when you understand why it is boring. It is boring by design, like a New York Times editorial. Don't skip to the next chapter! That's just what the Clintons want you to do.") The best section of the book is a serious examination of the impeachment process--how the Founding Fathers envisioned it, how it's been used throughout history, and why, in Coulter's opinion, it should be invoked against Clinton. --John J. A waste of a few good trees

It is so refreshing that we no longer have to watch the maniacal ravings of Ms. Coulter and friends on television. Her book is a reflection of her mean-spirited, paranoic beliefs. It's also a difficult, agonizing read. I feel sorry for anyone who wasted their money on this book.

Very Compelling Argument

I am glad Anne Coulter had the courage and the ability to write this Book. She presents the essential arguments for removing the president from office. Unfortunately, too many Americans have lost their moral compass and would sell their soul for a new BMW.

Concise

I really enjoyed this book. One of the better essays of the impeachment process, before there was an impeachment of Bill Clinton. Lists in detail why Clinton should be impeached, and not for his lurid sex history. A must read for the democrat members of congress.

A Satiric Tour-de-Force That Leaves You Convulsed

Bill Bennet, l'enfant terrible du moralite, takes up his curmudgenly cudgel to castigate the corpus of conservative Christianity's crisis-ridden co-mingling.

Showing the joie de vivre of Oliver Stone (the kalidescopic surrealism clearly a nod to JFK), Bennett evokes the moral certitude of Moses, with notes of wood and fruit remaining on the palate.

However, the dysfunctionalism implicit in Bennett's message (qua MacLuhan), is underscored by the picture of Bennett on the back cover, multiple chins akimbo.

The jaded, yet jejeune reader might, on a cursory perusal think that this patron of "family values" may be wishing to stir the swill further, if only to enhance his brother's (Clinton's counsel's) coffers. But, of course Mr. Bennett would never do that- that is why this book's satirical backdrop is never far from view- think of this 3 Penny Opera about Oral Sex, within a subtext of Marxist-Lenninst-Maoist revisionism.

How come Amazon.com doesn't have a "NO STARRs" rating?

Can't take credit for the pun since I read it in a earlier reader review. Nor can I palm off as my own what a reader in San Diego previously wrote: "160 pages for $20? Now, that is an outrage."

Mr. Bennett, however, seems to have no problem with compiling selected thoughts of OTHERS, many taken out of the larger context in which they were expressed, and once again, passing them off as his own. You have to hand it to Mr. Bennett, he's consistent if nothing else.

Since so many words fm BOTH ends of the political and social spectrum have already been written, let me suggest readers consider a few absolute numbers:

1. $60 million dollars spent on an investigation that results in 0 (zero) convictions of any sort.

2. Special prosecutors fired by presidents under investigation: Nixon-1 (Archibald Cox); Clinton-0

3. Hse Judiciary Committee votes on impeachment:

Nixon - 7 R's and 7 D's voted unanimously FOR impeachment.

Clinton- 7 R's FOR and 7 D's Against = a straight partisan result.

Final tally in the Senate for Clinton's conviction: not even close for conviction. (sorry, can't find the # right now)

4. Federal felony convictions for Watergate: "A bunch".....for "Monicagate" - zero

I fear that this one-sided, narrowly focused essay will do nothing to help "heal" the divisions in our country. As a "fellow" of the conservative Heritage Foundation, Mr. Bennett's position vis-a-vis Clinton is already known to many.

The only "good" thing I have to say is thank goodness I didn't pay any of my money for it...it came as a "gift"...a "gift" the giver wanted BACK if I didn't like it: "Just don't throw it in the trash" he said. Hey, if you gave it to me, it's now mine to do with as I like, isn't it? But then again, maybe I'm not being very "virtuous" if I toss it in the garbage; think I'll shred and recycle it to save the environment.

Read this to set your head on straight about Clinton

Once again, Mr. Bennett has astounded the masses by delivering another well written truth about morality and the culture of America, this time about Bill Clinton. A must read for all those who read James Carville's book to set their head on straight again.
